    Technical Officer- Regulatory Permitting and Approvals - Toronto, ON, Canada - Nuclear Waste Management Organization (NWMO)

    The Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada's used nuclear fuel inside a deep geological repository, in a manner that protects people and the environment for generations to come.

    Founded in 2002, the NWMO has been guided for 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Holders that are developing innovative and collaborative solutions for nuclear waste management. Canada's plan will only proceed in an area with informed and willing hosts, where the municipality, First Nation and Métis communities, and others in the area are working together to implement it. The NWMO plans to select a site in 2024, and two areas remain in our site selection process: the Wabigoon Lake Ojibway Nation-Ignace area in northwestern Ontario and the Saugeen Ojibway Nation-South Bruce area in southern Ontario.

    Technical Officer- Regulatory Permitting and Approvals

    (Employment Status: Fulltime)

    Position Location: Toronto Head Office – 22 St. Clair Avenue East

    Reporting to the Manager, Regulatory Studies, the incumbent will provide project management expertise and be responsible for the coordination of technical regulatory studies and deliverables required to obtain environmental permits and approvals; including but not limited to the environmental impact assessment and nuclear licensing. This role will lead the development of technical proposals and work programs, maintain project schedules, integrate technical data into reports and studies specific to the impact assessment, as well as the coordination of project staff, contractors and internal stakeholders to ensure safe, cost effective and timely completion of deliverables that meet regulatory expectations.

    In this role, you will:

    • Develop and issue the requests for proposals, evaluation and selection of contractors alongside key members of the Regulatory Approvals and Impact Assessment team.
    • Responsible for the planning, scheduling, coordination, and monitoring of the regulatory studies that support environmental effects assessments.
    • Support inter-disciplinary team with the development of studies required for the environmental impact assessment and regulatory permitting (e.g., baseline studies, facility designs, effects assessments, water studies, fisheries authorizations, mitigation).
    • Provide technical input (i.e., subject matter expert) and guidance to team members on the application of regulatory and permitting requirements for the environmental impact assessment and nuclear licensing process.
    • Develop and manage the NWMO regulatory commitments (mitigation and monitoring) register throughout the regulatory process.
    • Develop project execution strategies and plans including objectives and scope definitions, cost estimates, schedule etc. in accordance with applicable project management governance.
    • Provide technical expertise, oversight, and feedback to contractors and their subcontractors to ensure technical content of deliverables is appropriate and that assumptions/approaches are representative of NWMO expectations.
    • Review work plans, technical reports and outputs, monitor/report on contractor performance against work plans and schedule.
    • Monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications and other relevant regulatory bodies.
    • Integrate technical information into reports and submissions for delivery to the Federal and Provincial Governments for regulatory decision-making, as required.
    • Provide advice and guidance to internal and external individuals involved in the interconnected and cross project activities associated with the effects assessment. A key attendee at the Technical Integration Meetings to coordinate requirements and progress between design, suppliers, construction, and operations and other key NWMO subject matter experts.
    • Promote and support a strong safety culture within the NWMO and ensure HSE requirements are met or exceeded. Ensuring proper management of records and that health and safety requirements are met throughout the regulatory process.
    • Develop reports on project status and progress as required.
    • Provide advice and assistance to other team members concerning project procedures as required.
    • Participate in NWMO public engagement activities, as required.
    • Appear before government authorities, agencies, regulator bodies and legislative hearings, as required.
    • Perform other duties as required.

    The ideal candidate will have the following skills and experience; however, those with lesser experience should not hesitate to apply.

    • 4-year university Bachelor's Degree in environmental science, environmental or civil engineering, geoscience or other science related discipline.
    • Experience in project management and the ability to facilitate/ coordinate work projects and deliverables from a variety of subject matter experts and technical and non-technical colleagues. A period of over 8 years and up to an including 10 years is considered necessary to gain this experience.
    • 5+ years of environmental permitting and approvals experience in Canada, including management of environmental impact assessments and acquisition of environmental permits and approvals.
    • Knowledge of federal, provincial, and territorial regulations and guidelines (in particular, familiarity with environmental assessment and permitting processes in Ontario is considered an asset).
    • Strong analytical skills with the ability to work with and analyze data.
    • Demonstrated ability to work within a multi-disciplinary team and within a matrix organization.
    • Must be able to communicate effectively in both oral and written form.

    The following skills and experience are considered assets:

    • Professional Licence/ Accreditation
    • Specific experience as a water resource engineer or hydrologist, having led, coordinated, or participated in hydrotechnical components and water management design for infrastructure projects.
    • Experience respectfully incorporating Indigenous Knowledge, Indigenous Land Use, or information received via meaningful engagement activities, into permitting, approvals, and licensing submissions.
    • Experience working on large infrastructure projects (i.e., mining, nuclear, oil and gas)

    Must be eligible to work in Canada and must be able to meet security clearance requirements.

    NWMO currently operates in a hybrid work model of 3 days in the office (Tuesdays being universal) and 2 days working from home.
