    Affordability and Utilities is responsible for leading and coordinating government's ongoing efforts to make everyday life more affordable, with particular focus on the province's utilities sector and electricity system. Please visit:

    The Strategic Initiatives and Rural Utilities(SIRU) branch under the Ministry of Affordability & Utilities is responsible for providing the Government of Alberta with sound advice, interpretation, and implementation of utility policy. The Branch responsibilities include working in collaboration with internal and external stakeholders in the effective and holistic delivery of Alberta's utilities' system strategic objectives and related outcomes.

    Role Responsibilities

    The Affordability and Utilities Ministry is currently seeking an agile and driven Senior Policy Analyst reporting to the Manager, Strategic Initiatives under the Strategic Initiatives and Rural Utilities Branch.

    Reporting to the Manager, Strategic Initiatives, this position provides a leading role in the development of expert advice and recommendations for public policy concerning Alberta's electricity industry. The Senior Policy analyst carries out detailed analysis of policy options and regulations that may have an impact on Alberta's electricity sector, as well as collaborates with other internal and external stakeholders, such as other GoA departments, municipal and federal government departments, electricity producers and consumers, Non-Government
    Organizations (NGOs), and independent agencies such as the Alberta Electric System Operator (AESO), the Market Surveillance Administrator (MSA), the Alberta Utilities Commission (AUC) and the Balancing Pool (BP) to understand issues, solicit feedback and develop solutions to address concerns and impacts to the electricity market.

    This position is required to assess proposed projects or aspects of proposed policy and/or legislative changes to determine feasibility and potential impact on the retail electricity and natural gas sectors.

    The Senior Policy Analyst is responsible for the following activities in the ministry:

  • Develops information, analysis, and advice, and performs research techniques for high-profile emerging technologies,funding models, strategic policies and programs.
  • Provides expert, financially sound, strategic, and sound advice to senior management and staff on policies and/orprograms.
  • Synthesizes complex information into meaningful products.
  • Conducts or reviews high-level research techniques, modelling and methodologies.
  • Develops and coordinates project management for policy development and implementation initiatives, such as development of terms of reference, project planning, project budgeting, and stakeholder identification, project monitoring and reporting.
  • Takes a lead role in project management, with minimal supervision, in carrying out major policy and planning projects. This includes the review, evaluation, interpretation and/or implementation or provincial policy and programs, within the framework of the department's business plan objectives.
  • Identifies, assesses, analyzes and reports information and data relevant to projects.
  • Leads divisional and strategic program and/or policy initiatives.
  • Consolidates a wide breadth of information into formats for stakeholder consultation.
  • Conducts policy and program consultation, anticipates challenges with policy content, and proactively mitigates concerns and advocates program priorities.
  • Independently represents program/policy interests at meetings and working groups.
  • Influences outcomes of projects that affect program policy by exercising a high degree of interpersonal skills with stakeholders and by effectively positioning ideas and content.
  • Coordinates the timely exchange of information with stakeholders and reports back to the ministry on matters of significance.
