    The City of Toronto's Social Development, Finance & Administration Division is holding a 60 minute Information Session for the Project Manager, Justice Centres on Tuesday, May 14, 2024, at 6:00 pm to 7:00 pm. Full details are available at the bottom of this posting. All applicants interested in this position are encouraged to attend this session, during which Director of Community Safety & Well-Being and Executive Director, Justice Centres from the Ministry of Attorney General will provide insights regarding the position. There will also be a Q&A period.

    The Social Development, Finance and Administration division (SDFA) drives transformative change to achieve stronger, safer, and more resilient and equitable communities and neighbourhoods in Toronto. SafeTO, the City of Toronto's 10-year Community Safety & Well-being Plan was unanimously adopted by City Council to drive 26 actions across 7 strategic goals.

    To advance SafeTO's violence reduction goals, the Community Safety & Well-Being Section is hiring:

    Project Manager, Justice Centres

    Reporting to the Manager of SafeTO, the Project Manager will also be working with the Ministry of Attorney General's Justice Centre team, to support the development, implementation and ongoing evaluation of Justice Centres and associated initiatives in Toronto. The Project Manager will also support the stewardship and ongoing implementation of SafeTO, the City's community safety & well-being plan.

    The successful incumbent will be an experienced project manager, multi-sector partnership and community developer, have an understanding of the justice system and have the ability to lead with an equity-centred approach.

    Major Responsibilities

    • Reporting to the Manager of SafeTO will work with multi-sector and community stakeholders to implement Justice Centres and SafeTO initiatives.
    • Manages assigned projects, ensuring effective cross-divisional teamwork and communication, high standards of work quality, health and safety and organizational performance and continuous learning.
    • Develops and recommends program strategies that address planning, regulatory, and approval issues, and develops and implements area-specific projects and plans.
    • Provides expertise, strategic guidance, and technical assistance to diverse stakeholders to achieve the goals of the Community Safety & Well-being Section's programs and initiatives to advance Community Safety & Well-being and address the needs of equity-deserving communities.
    • Conducts research into access to justice, multi-sector community safety & well-being planning and mobilization ensuring that such research considers innovations within the field, corporate policies and procedures, legislation and initiatives by other levels of government.
    • Allocates Capital and Operating budget funds, develops business cases, and ensures that the project expenditures are controlled and maintained within approved budget limitations.
    • Manages, motivates and trains inter-governmental and multi-sector partners, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
    • Acts as a resource person for public inquiry on assigned project and programs activities.

    • Recommends and leads project set-up, selection of teams and work groups, develops work plans, provides contract management, and manages funding arrangements to ensure a high standard of work quality to advance large-scale projects in a complex municipal environment.
    • Leads various project teams and groups to advance project deliverables, facilitates partnership on community safety & well-being projects, monitors and evaluates project progress.
    • Creates and manages interdivisional, interdisciplinary and interagency teams and consultation process to plan toward and support capital works delivery while addressing political, community, business and other stakeholder interests. Negotiates and coordinates with internal and external stakeholders on various committees and provides advice to community groups.
    • Develops and facilitates collaborative relationships with City divisions, agencies, boards and commissions to coordinate existing City services and resources, encourage development of innovative programs and services, and ensure sufficient resources are available for programs and services related to implementing Community Safety &Wellbeing goals and objectives.
    • Manages implementation issues as they arise in consultation with the section management team, monitors the progress of project teams and initiates corrective actions to mitigate and manage project issues and ease the participation of others.
    • Facilitates and negotiates partnerships to respond to community safety & well-being opportunities including, the implementation of Justice Centres in Toronto, violence reduction, engagement, advanced data analytics, and communication.
    • Contributes to negotiations on new opportunities to establish community spaces, programs and initiatives that advance Justices Centres and the confirmation of SafeTO.
    • Builds productive relationships with multiple internal and external parties, mediates disagreements, to reach expedient decisions, and assesses the need to escalate issues when necessary.
    • Ensures alignment to SafeTO, other corporate priorities and strategic actions and works to achieve a multi-sector Multi-sector approach to problem-solving and realizing opportunities.
    • Collaborates with project team members, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.
    • Anticipates, analyzes, and identifies organizational and program delivery impacts of emerging issues and activities to recommend innovative solutions.
    • Represents the City at meetings with senior levels of government with respect to program areas of mutual interest.
    • Monitors and analyzes current emerging social, economic, and political trends and issues in Community Safety & Wellbeing, neighbourhood development, resident engagement, community services sector, vulnerability etc. as a basis to provide strategic management advice to senior management and Councillors, for the development of programs, resources and policies.
    • Ensures the development and implementation of training and engagement strategies appropriate to different stakeholders and targeted communication approaches, including announcements, key messages and communication tools for relevant stakeholders
    • Prepares, evaluates and administers business cases for proposals to advance the Unit's efforts, Request for Proposals, funding agreements and tender documents for project implementation in accordance with the City's policies and procedures.
    • Provides the content expertise and relationship management required for the implementation of City Council's priorities to advance Social Development, Finance & Administration community safety initiatives and programs.
    • Supports the Manager of SafeTO to advise City Council, senior management and other clients related to the development of corporate strategy on relevant issues.
    • Prepares and presents reports and provides strategic advice to elected officials, Standing Committees and Boards on related program, policy and finance matters.
    • Delivers presentations, and conducts workshops to staff, students, community and professionals locally, nationally and internationally based on community safety & well-being expertise.
    • Advises and responds to requests from senior management and Division Head on project issues, status and technical matters.
    • Maintains awareness of developments and advancements in the areas relate to projects, and researches best practices, polices, and procedures from equivalent municipalities concerning Division.
    • Coordinates public consultation meetings in collaboration with elected officials concerning impacts of large scale and complex projects.
    • Coordinates with the Ministry of Attorney General and other City divisions to secure Council approvals.

    Key Qualifications

    1. Post-secondary education in a discipline pertinent to the job function i.e., planning, public policy, community-safety & well-being development or an equivalent combination of education and/or experience.
    2. Considerable experience in traditional and agile project management, particularly with large-scale projects from inception to implementation, evaluation and completion with minimal direction while balancing political, community and other stakeholder interests.
    3. Extensive experience in the delivery of services and programs for vulnerable individuals in fields such as community justice, risk intervention, violence prevention, community and space development, community engagement and others.
    4. Considerable experience in the preparation of effective correspondence, reports to Council or other governing bodies, policy documents, technical documents and research reports.
    5. Experience facilitating community and other stakeholder meetings on contentious issues using a community development approach.
    6. Excellent stakeholder and partnership management, negotiation, conflict resolution skills and the ability to work on diverse teams in diverse locations.
    7. Excellent communication skills (verbal and written), and presentation skills.
    8. Ability to manage and motivate interdisciplinary project teams towards a common goal through setting clear directions, designing terms of references, project planning documents, work processes and managing issues.
    9. Ability to define and meet project purpose and objectives, undertake all project activities define and achieve milestone and deliverables as well as monitor and track progress.
    10. Ability to work on complex assignments demanding critical judgement, analytical thinking, and balancing of stakeholder interests and ability to thrive in an environment with frequent and competing deadlines, multiple tasks and high-performance expectations.
    11. Ability to deal effectively with the public, media, political representatives, diverse community stakeholders, vulnerable populations and staff at all levels of the organization.
    12. Ability to work flexible hours, which may include evening and weekend activities at various locations.
