    Reporting to the Director of Procurement,the Team Lead Procurement Services is responsible for the supervision of Procurement's front-line client services staff (Procurement Support Representatives).

    The Team Lead is also responsible for monitoring & reporting on Policy compliance related to Low-Value Purchases & the use of HRM's commercial purchasing card program

    DUTIES & RESPONSIBILITIES:


    • Contribute to the creation & implementation of 5 & 10-year strategic sourcing & social procurement plan for HRM
    • Facilitate continuous improvement of Procurement Support Services
    • Collaborate with the Director of Procurement & the Procurement Practices Consultant to develop procurement support performance metrics
    • Monitor, assess & recommend improvement to Procurement Support Services regarding public sector best practices
    Customer Service


    • Co-ordinate & oversee Procurement Support Services
    • Ensure that customer service & time objectives are achieved within existing financial & human resources
    • Identify inefficiencies & workflow issues that are counterproductive to operational goals, plans & implements operational change
    • Promote safe work environment & safety programs
    • Improve customer's service experience, facilitates customer engagement & satisfaction
    • Takes ownership of customers issues & follows problems through to resolution
    • Develops service procedures, policies & standards
    • Analyze data & compiles accurate reports
    • Recruit, mentor & develop Procurement Support Representatives & nurtures an environment where they can excel
    • Control resources & utilizes assets to achieve qualitative & quantitative targets
    Leadership


    • Provide leadership to a diverse group of unionized staff
    • Provide leadership to the department by establishing & maintaining a trusting, inclusive & productive environment with opportunities for coaching & development
    • Maintain strong relationships with any third parties (agencies, suppliers, etc) that the department works with
    • Ensure transparency & collaboration between the procurement department & its business partners
    • Foster a culture of equity, diversity & inclusion
    • Ensure the integrity & reputation of HRM in its ethical procurement processes
    • Foster a culture of innovation
    • Promote & integrate the mission, vision & values of the Procurement department into practice
    • Implement continuity of operations plan as required
    • Assign & guide staff during EMO operations
    Operations


    • Lead/contribute to the hiring, supervision & evaluation of staff to ensure effective performance of duties
    • Administer, monitor & report on the Purchasing Card Compliance Program
    • Assist in preparation of the annual operating budget for HRM's Procurement Support Services; monitor activity & ensure expenditures are within approved budgets
    • Develop & maintain a plan that provides for succession & continuity in the most critical operational procurement positions

    QUALIFICATIONS:


    Education & Experience:


    • Post-secondary education with a focus in Business or Public Administration; OR a combination of education & experience
    • 2 years supervisory experience
    • 5 years of progressive experience in a procurement or customer service environment
    • Experience using automated sourcing solutions &/or ERP
    • Public sector experience in a purchasing or procurement related role is an asset
    T echnical/Job Specific Knowledge and Abilities:


    • Leadership & Communications
    • Business & financial acumen
    • Knowledge of the principles of management, supply chain management, accounting & performance management.
    • Knowledge of asset management solutions (e.g., Fleet Focus, City Works) is an asset
    An equivalent combination of education/experience may be considered. Applicants relying on education & experience equivalencies must clearly demonstrate such equivalencies in their application

    Graduation from HRM's Aspiring Leader's Program is considered an asset,& completion of the program is equivalent to one year of leadership experience
