    Tasks:


    1. Plan and control budget and expenditures
    2. Establish and implement policies and procedures
    3. Train, direct and motivate staff
    4. Assign, co-ordinate and review projects and programs
    5. Oversee the classification and rating of occupations
    6. Plan, develop and implement recruitment strategies
    7. Manage contracts
    8. Manage training and development strategies
    9. Oversee the analysis of employee data and information
    10. Oversee development of communication strategies
    11. Oversee the preparation of reports
    12. Advise senior management
    13. Respond to employee questions and complaints
    14. Liaise with management, union officials and HR consultants
    15. Negotiate collective agreements on behalf of employers or workers
    16. Organize and administer staff consultation and grievance procedures
    17. Oversee payroll administration
    18. Plan, organize, direct, control and evaluate daily operations
