    The Clinical and Quality Standards program has an exciting and unique opportunity to lead and implement programs and strategies to support evidence-based health care system improvement in Ontario. Quality Standards are concise sets of evidence-based statements that inform clinicians and patients what high-quality care looks like for areas where there are gaps or variation in care; focusing on priority areas for improvement. Reporting to the Manager, Clinical and Quality Standards, the Lead will collaborate with fellow colleagues in the program and across Ontario Health, external clinical experts, patients, care partners, and other partners to identify priority areas for improvement, associated quality indicators, and develop dissemination and implementation plans. The Lead is a unique role and will work with a diverse group of external and internal partners to provide innovative leadership to ensure that First Nations, Inuit, Métis and urban Indigenous (FNIMUI) people in Ontario have access to high-quality, equitable and culturally relevant health care. The role is responsible for building and maintaining relationships with FNIMUI and non-FNIMUI partners and coordinating Indigenous health equity work across the Quality Division at Ontario Health.

    Overall this position will:

  • Engage directly and work collaboratively with FNIMUI communities and organizations to establish relationships that are based on respect and mutual trust
  • Act as a primary point of contact for coordination with provincial and regional FNIMUI communities and organizations to understand needs and support a collaborative approach to the design, development, and implementation of clinical and quality standards, regional strategies, and implementation activities
  • Provide leadership in the use of evidence to determine optimal care for a specific diagnosis, service area, or health system issues
  • Provide and/or collate external guidance on important areas for quality improvement relevant to FNIMUI communities and organizations
  • Here is what you will be doing:

    Subject Matter Expertise:

  • Ability and understanding to incorporate Indigenous cultural values and perspectives into program designs and implementation with and for FNIMUI communities and organizations
  • Ensure that quality standard development and implementation responds to FNIMUI community priorities. Ability and understanding to incorporate Indigenous cultural values and perspectives into process and methods
  • Ensure that existing and emerging products and programs align with relevant strategies and reflect the needs of FNIMUI communities and organizations, including overseeing engagement with provincial and regional FNIMUI partners in the implementation of quality standards
  • Review, provide insight, and make strategic recommendations on provincial and regional Indigenous initiatives and engagements
  • Work with experts and available information to identify and assess Ontario health system barriers and challenges to health system quality improvement in FNIMUI communities and develop strategies to support uptake and implementation
  • Analysis:

  • Apply an Indigenous health equity lens to evidence synthesis, guideline appraisal, and the analysis of different sources of information related to a broad spectrum of health care topics
  • Work with clinical experts and other health system partners to define key priority areas related to each quality standard or quality project development
  • Conduct quantitative and/or qualitative analyses of other sources of guidance and information related to the prioritized topic areas
  • Work with Ontario Health's data and analytics team to select relevant indicators for measurement and provide guidance and coordination for Indigenous data governance principles such as OCAP
  • Work with Ontario Health team members to evaluate, redesign, and implement changes to processes and methods used in the Clinical and Quality Standards program to improve the quality and efficiency of the program
  • Relationship Management :

  • Engage with the Indigenous Cancer Care Unit (including the Indigenous Data Governance Matters team), the Indigenous Health Equity and Coordination team, Ontario Health Regions and their respective Indigenous Teams and/or Leads to support the development and implementation of clinical and quality standards and/or other quality programs
  • Function as a key relationship holder with both internal and external Ontario Health partners; establish and maintain nuanced and unique relationships with FNIMUI communities and organizations, regions (including Indigenous Leads in the regions) and through FNIMUI partners, hospitals throughout the province, etc.
  • Participate in the development of quality standards and educational resources
  • Here is what you will need to be successful:

    Education and Experience

  • Experience working with Indigenous communities and peoples and/or lived experience with First Nations, Inuit, Métis or urban Indigenous communities in Ontario
  • Completion of a master's degreein a health-related field, or equivalent combination of education, clinical, and leadership experience in health care
  • A minimum of 5 years of experience successfully leading and managing health care projects and/or programs
  • Knowledge of research methods, appraising evidence, and knowledge of the Canadian health care system and supporting quality improvement and implementation initiatives would be an asset
  • Clinical experience as a regulated health professional is an asset
  • Preference given to individuals who identify as First Nations, Inuit, Métis or have other Indigenous ancestry
  • Knowledge and Skills

  • Extensive knowledge and understanding of First Nations, Inuit and Métis history, culture and health/socio-economic issues/needs in Ontario, including governance structures
  • Ability to build effective relationships and work productively in multi-faceted environment
  • Demonstrated leadership, excellent communication, decision-making, and problem-solving skills
  • Demonstrated ability to work independently in a self-directed, goal-oriented manner with minimal supervision
  • Detail-oriented with excellent organization and time management skills
  • Strong understanding of the social determinants of health and health equity
  • Extensive knowledge of the federal and provincial government departments responsible for Indigenous issues and Ontario's provincial health care system
  • A strong understanding of Ontario's health care system, including gaps between actual and ideal care, reasons for these gaps, and potential mechanisms available to address them
  • Ability to develop and deliver presentations and facilitate meeting discussions confidently with a variety of audiences
  • Ability to problem solve, seek, and weigh opinions and evidence to develop practical solutions to a wide range of complex, cross-disciplinary problems and issues, compromising where necessary on ways and means but not on principles or goals
  • Ability to deal effectively with colleagues, stakeholders, and the public from different disciplines with varying degrees of technical experience
  • Project management skills and the ability to complete tasks in a timely manner with high-quality results
  • Excellent computer skills, including proficiency in use of Microsoft Office and virtual meeting platforms (e.g., Word, PowerPoint, MS Teams, Zoom)

    Salary Band: 6
