    JOB SUMMARY

    The Asset Management Branch is responsible for the management of the City's public works infrastructure assets in an inclusive, effective, affordable and integrated manner to keep our infrastructure safe, in good working order and at an approved level of service.

    This specific position is within Water Facilities Asset Management Unit (WFAM). The WFAM portfolio includes the vertical infrastructure within the City's water, wastewater, and stormwater facilities (plants, reservoirs, tanks, pumping stations, etc.).

    The Asset Management Analyst is responsible for a broad range of functions related to asset management, including but not limited to technical support, analysis and reporting provided through the Water Facilities Asset Management Unit. The functions are mainly associated with lifecycle activities related to the rehabilitation and upgrade of the City's various infrastructure assets (water, wastewater, stormwater vertical assets).

    The incumbent will be responsible for the management of asset data, needs identification, risk ranking, and contributing to the annual budget cycle. The position contributes to the development of WFAM policies, procedures, tools and templates associated with asset data, optimized decision making, prioritization, project scoping and long-term planning. The position consults/liaises with internal operational clients, other city departments and external agencies, and provides operational support to the Senior Engineers and Program Manager, as required.

    EDUCATION AND EXPERIENCE

    Completion of 4 year university degree in Engineering, Planning or related field

    Minimum of 5 years of progressively responsible and direct experience in asset management, engineering planning and estimating on rehabilitation projects, condition assessment and performance monitoring, predictive modeling, design and approvals, project/contract management, supervisory responsibilities, and engineering studies

    CERTIFICATIONS AND LICENCES

    Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is desirable

    KNOWLEDGE

  • Infrastructure lifecycle models, principles and concepts, rehabilitation techniques and best management practices
  • Infrastructure lifecycle /financial reporting practices
  • Infrastructure design and construction practices
  • Project management/contract management practices and processes including budgetary, scheduling and resource management procedures
  • Maintenance/operational aspects and requirements for drinking water, wastewater and roadway facilities
  • Demonstrated use of computers and computer applications such as advanced spreadsheet applications, CADD, GIS tools, data applications and database management systems
  • Applicable legislation, provisions and requirements related to municipal infrastructure, such as, the Planning Act, Environmental Assessment Act, Water Resources Act, Municipal Act and the Conservation Authorities Act
  • Capital and operating budget processes
  • Public consultation processes
  • Management systems, asset management principles and processes
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.
  • Knowledge of risk management principles and practices is desirable
