Job Summary


Belong Ottawa is seeking a Program Manager to supervise the operational delivery of programs serving people who are vulnerably housed or homeless.

The Program Manager reports to the Director of Operations and is responsible for ensuring high quality service delivery. The Program Manager supervises the program support workers and provides strategic oversight to all aspects of daily operations.

The Program Manager will work with the Director of Operations to help build relationships with community partners to enhance supports available to the people we serve.


The Program Manager will oversee the professional development of program support staff and ensure the program aligns with the strategic plan.

They will cultivate relationships with stakeholders and attend meetings in the community to represent the program as required. They will implement organizational initiatives, training and development plans and oversee resources for staff and program success.


Duties and Responsibilities

Program Delivery:


  • Works alongside the Social Support Workers to ensure service delivery is aligned with organizational values, harm reduction principles and the strategic plan.
  • Cultivates and maintains positive relationships with stakeholders and community partners.
  • Acts as an ambassador of the Belong Ottawa and represents the organization positively within the community.
  • Oversees the daily operations of the program and ensures overall quality of service delivery.
  • Works with the Director of Operations to develop strategy to improve the overall quality of programs and services and oversees the execution of this strategy

  • Ensures the program stays within budget, tracks and reports expenses as needed.
  • Organizes and chairs team meetings and Joint Occupational Health and Safety meetings as required.
  • Stays abreast of community trends and legislative updates to ensure programs and services are compliant.

Personnel Management:


  • Supports the recruitment and selection of new Social Support Workers and other frontline workers as required.
  • Assesses the current and future need for staff and volunteers within the program and advises the Director in order to meet ongoing staffing needs.
  • Seeks out and implements training and development opportunities for staff based upon organizational and program needs.
  • Holds regular supervision meetings and conducts performance appraisals for social support staff.
  • Supports staff with the maintenance of mandatory training requirements such as PVCR Level 3, First Aid and CPR, Food Handlers and other trainings as required.
  • Works with the Director of Operations and the Human Resources Partner to carry out proper process with respect to terminations, layoffs and other human resources decisions.
  • Works with the Director of Operations and the Human Resources Partner to develop, policies procedures and programs for staff.
  • Makes recommendations and implements technical or administrative solutions with respect to scheduling, personnel management systems, recruitment and other needs as they arise.

Administrative and Other:


  • Oversees programing budget, tracks spending and expenses.
  • Maintains physical and electronic files for direct reports and other personnel documentation.
  • Oversees the implementation of systems and technical solutions for client information and other client needs.
  • Contributes to the scheduling process for all programs to ensure smooth program operations.
  • Lead regular team meetings and maintain all documentation and minutes.
  • Other duties as required.

Job Requirements and Qualifications

  • Experience in program management or coordination in a nonprofit organization.
  • A minimum of 57 years of work experience in social services, a combination of frontline and managerial experience is preferred.
  • A minimum of 3 years of professional experience within the homelessness sector or addictions and harm reduction sector reduction is preferred.
  • A clientcentered and nonjudgmental approach and an understanding of equity in relation to access to social services.
  • A demonstrated flexible, creative and innovative approach with strong abilities to problem solve.
  • Deep understanding of issues related to poverty, homelessness, addictions, mental illness, and a drive to support people to achieve their potential.
