    Position Description

    Reporting to the Manager, Procurement, the Senior Procurement Specialist will process procurement requisitions in relation to the procurement of goods and/or services including information technology and consulting services. The Senior Procurement Specialist will also support the development, implementation, and monitoring of procurement policies and procedures in support of the overall operating strategies of Surrey Place.

    Main Responsibilities

    Procurement:

  • Lead the full-cycle procurement process for medium to high complexity procurement requests from members of the organization and provide consultation and advice on procurement in a manner that is consistent with Surrey Place's Procurement Policy and applicable laws, trade agreements, and Government directives.
  • Provide procurement expertise, strategic options, and comprehensive advice to management and staff in response to issues.
  • Support the design and implementation of procurement processes, standards, controls, and governance framework.
  • Support the administration of the Surrey Place procurement email account.
  • Ensure procurement trackers are up to date.
  • Maintain vendor files and documentation.
  • Contract Management:

  • Assist the Manager, Procurement with the negotiation and monitoring of contracts, working closely with legal counsel and program directors.
  • Process documents such as contracts and any subsequent amendments for execution.
  • Support the contract renewal process.
  • Administrative Functions:

  • Identify opportunities to gain efficiency, drive cost savings, proactively respond to business needs, and reduce risk while fulfilling business requirements.
  • Work together with the Manager, Procurement to support critical change and a collaborative, forward-thinking culture, and work with management and other relevant stakeholders to achieve this across the organization.
  • Ensure policies and procedures are followed and that there is adequate documentation.
  • Effectively communicate and provide training on procurement policies and procedures.
  • Report on key metrics related to procurement and purchasing.
  • Qualifications

  • Bachelor's degree in Business Administration or related field, or an equivalent combination of education, training and experience may be considered.
  • Professional designation is considered an asset.
  • 5 years' experience working in public sector procurement (Federal Government, Ontario Public Sector (OPS), Ontario Broader Public Sector (BPS), or other Canadian jurisdictions).
  • Familiarity with Ontario's BPS Procurement Directive, Trade Agreements (CFTA, CETA, etc.) and current developments in procurement.
  • Excellent interpersonal and communication skills (oral and written).
  • Excellent organization and time management skills, and the ability to work under pressure with minimal supervision.
  • Demonstrated attention to detail.
  • Proficient with MS Office (Word, Excel, Outlook, PowerPoint and SharePoint).
  • A satisfactory Police Records Check (Vulnerable Sector Screening).
  • Fluency in French is considered an asset.
