- The Community Service Partnerships (CSP) funding program, which provides on-going and stable support to not-for-profit organizations to support Indigenous, Black and equity-deserving communities.
- A range of investments funding programs supporting community safety and wellbeing, youth violence prevention, community crisis response, youth development, community development, and resident leadership outcomes.
- Development and stewardship of the Indigenous and Black-Mandated Funding Frameworks.
- Leadership of the Toronto Grants, Rebates and Incentives Portal (TGRIP) across all funding programs and investments.
- Oversees the implementation of various funding streams by leading project teams in program design and the development of comprehensive project management tools.
- Develops and implements detailed plans and recommends policies to improve granting practices.
- Mentors staff in the development of assessment criteria, program policies and priorities, review processes and effective monitoring in alignment with the Council's strategic goals, city policies and SDFA-led City strategies.
- Develops and monitors a range of quality assurance approaches for community project funding programs and initiates sector approaches to capacity building and risk management for community organizations.
- Monitors, assesses, evaluates and communicates community impact related to community funding program goals and performance by developing monitoring and evaluation tools and processes.
- Creates and stewards partnerships and secures collaborations with and among sector representatives from Indigenous, Black and equity-deserving groups.
- Leads projects teams to integrate new technologies into funding program communications, consultations, data management and performance reporting.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work and performance resulting in the delivery of effective and quality projects and funding to the community.
- Supervises the operation of staff teams including: scheduling, assigning and reviewing work, providing feedback and support as necessary.
- Identifies technical training and professional development requirements of staff.
- Provides problem solving support to staff related to organization performance, post-award compliance, or complaints raised by clients, organizations, council members, city staff or the public.
- Supports staff through change management processes and in adopting streamlined approaches embracing project management principles and tools.
- Administers and monitors assigned budgets for funding programs, ensuring expenditures are controlled and maintained within approved budget limitations.
- Oversees the grant payment release process, ensuring accuracy and compliance with approved budgets, the financial control by-law and accounting requirements.
- Leads the preparation of reports and program documentation for Council, and other internal and external stakeholders.
- Leads the development of streamlined systems and processes including the Toronto Grants, Rebates and Incentives Portal (TGRIP).
- Ensures timely and effective service to internal and external stakeholders, including Councillors, Council, Community Resources staff, City Divisions, and task forces.
- Ensures the maintenance of staff/office compliance with all corporate and provincial legislation, such as the Ontario Human Rights Code, Workplace Harassment, Confidentiality, Occupational Health and Safety Act.
- Anticipates, analyzes and identifies organizational and program delivery impacts on emerging issues and activities; recommends innovative solutions using sound professional judgement, conflict resolution and negotiation skills to successful manage sensitive and controversial matters.
- Identifies and recommends approaches for addressing program/activity gaps and issues, ensuring alignment with other City and divisional priorities and objectives.
- Reviews, evaluates and recommends detailed project plans and project deliverables to Manager/Director including the overall scheduling of projects and reports.
- Monitors work output, reviews project deliverables and ensures project teams and multi-sectoral partners complete assigned deliverables according to project plans.
- Ensures compliance with contractual agreements, project charters and legislative requirements.
- Manages contentious issues regarding projects, ensuring follow-up documentation, corrective action and implementation of preventative strategies.
- Communicates any potential situations of political and/or media attention; makes recommendation on course of action and ensures the Manager/Director is apprised of issues impacting the service delivery of the project and any potential impact on divisional operations.
- Represents the division and leads meetings with a wide and diverse range of internal and external stakeholders, City Divisions, community groups, agencies, senior staff and elected officials.
- Post-secondary education in a professional discipline pertinent to the job function (i.e., Public Policy, Political Science, Measurement and Evaluation) combined with relevant not for profit sector and project management experience or equivalent combination of education and experience.
- Extensive experience in not-for-profit sector funding.
- Considerable experience applying a project management approach to leading multiple projects, supporting project development, monitoring, tracking and evaluation.
- Well-developed human relations skills and considerable experience supervising, leading, motivating, and coaching staff.
- Considerable experience developing, maintaining and managing working partnerships, liaising with internal and external teams, while leveraging new opportunities to build successful collaborations to advance City of Toronto strategy objectives and funding priorities.
- Experience in the financial management of funded projects and project budgets, including reporting to internal and external stakeholders.
- Ability to work within an anti-oppression framework, including experience supporting Indigenous, Black and equity-deserving groups as well as linguistically and economically diverse populations.
- Considerable experience in conflict resolution, group facilitation and community engagement.
- Ability to work on complex assignments demanding critical judgment, analytical and conceptual thinking, and balancing of stakeholder interests.
- Well-developed interpersonal, negotiating, conflict resolution, organizational and problem-solving skills.
- Ability to understand and address program interrelationships and the potential consequences of policy/program recommendations.
- Superior oral and written communications and presentation skills and demonstrated ability to deal effectively with the public, media, political representatives, diverse community stakeholders and staff at all levels of the organization.
- Ability to exercise discretion, with a high degree of initiative, sound judgment and creativity in problem solving.
- Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplace.
- Ability to use various software, video conferencing and survey platforms including Microsoft Office Suite, Webex, Zoom and Medallia. Proficiency with the Toronto Grants, Rebates and Incentives Portal is an asset.
- Familiarity with the Occupational Health and Safety Act and its regulations.
- Ability to work flexible hours, which may include evenings and weekends.
