    Under the general direction of the COVID Equity Response and Recovery (CER&R) Section Chief, the Equity Program Specialist - Customer Relationship/Grants Management Systems is part of the Project Management, Administration and Contracts Procurement Team. The Equity Program Specialist functions as a highly skilled subject matter expert supporting the design, implementation, and maintenance of a Microsoft Dynamics 365 Customer Service Health Equity Portal ("portal") across various units. This position serves as a change agent and systems-improver by implementing the equity portal across diverse teams and programs, providing ongoing support and management of the portal, creating and maintaining efficiencies in grant management and reporting via the portal, and integrating the portal into the website and broader communications efforts. This position builds a strong, collaborative, working relationship with internal CDPH programs, external stakeholders such as the Local Health Jurisdictions and Consultants. The ideal candidate has a strong understanding of stakeholder engagement, public health program planning, and monitoring, evaluation and reporting processes, and pairs them to a future-thinking vision of how technological improvements to these processes will lend themselves the overall mission of advancing equity across California.

    This position is grant-funded through June 2025 and may be extended should funding be available.

    The salary range for this position is $75,000/year to $90,000/year.

    This is currently a remote position with the possibility of occasional in-person work at the California Department of Public Health (CDPH) Richmond or Sacramento office.

    This position may be required to travel locally to nearest CDPH campus up to 5%.

    ESSENTIAL FUNCTIONS

    • Develops, manages, and champions the Health Equity Customer Relationship Management (CRM) portal's dual Equity Technical Assistance Inquiry and Grants Management applications.
    • Facilitates the implementation of Microsoft Dynamics 365 CRM systems to support different teams.
    • Maintains familiarity with all aspects of Microsoft Dynamics 365 Customer Service, including the technical requirements, system configuration, user requirements, and related policies and procedures.
    • Trains staff to use the CRM portal, addresses questions, and tech support needs that arise.
    • Provides subject matter expertise on technical assistance and grant management and reporting processes and how these can be managed using the portal.
    • Converts legacy program administration, evaluation, and tracking processes into new digitized processes that streamline, standardize, and improve efficiency.
    • Coordinates closely with the Equity Technical Assistance (TA) team to ensure TA provision, resources and inquiries are updated and technological and/or design issues are addressed.
    • Works cross-functionally with internal departments to provide recommendations on how best to leverage the CRM data and deliver insights on how to improve engagement and create new features to share with teams.
    • Assists team members and management with ad-hoc requests including data reports and analysis such as trending inquiries.
    • Communicates with relevant stakeholders to create dashboards and reports.
    • Collaborates with Communications team on portal features for the website, newsletters, etc.
    • Assists with the configuration and upgrades of the system to improve infrastructures that would prevent operational delays and downtimes.
    • Works with build team to designing efficient systems for business requirements, run quality checks to identify gaps, and resolve technical issues by analyzing portal components and navigation.
    • Serves as a knowledge source for end users – educates, shares industry best practices, and directs others to applicable resources, as necessary.
    • Participate in other related duties, special projects or duties as requested.

    JOB QUALIFICATIONS

    • At least four years of progressively responsible experience in a public health program or related work, at least two of which must have been with independent project management responsibility for a significant program.
    • At least two years of direct experience in program planning, evaluation, and grant management/reporting in a public sector or nonprofit setting desired.
    • Experience with programs and initiatives that meet the needs of underserved communities, address the social determinants of health, lift community assets, counter social inequalities, and/or increase health equity desired.
    • Strong computer skills including Microsoft Word, Excel, PowerPoint, and/or similar programs. (Familiarity with SharePoint, Teams and Microsoft Dynamics helpful, but not required)
    • Experience planning andfacilitating meetings and trainings.
    • Solid interpersonal communication skills to include verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills.
    • Ability to cultivate positive working relationships with key partners within CDPH, state and local governments, community-based organizations, stakeholders, and participants, including non-traditional partners.
    • Experience developing, managing, and reporting on grants and contracts, especially those relevant to health, social justice, and/or health equity desired.
    • Knowledge of local health departments and service providers.
    • Excellent English written and oral communication skills.
    • Ability to prioritize and simultaneously manage multiple complex projects.
    • Passion and commitment to increasing health equity, social justice, and inclusiveness with cultural sensitivity and humility.

    Education/Experience

    • Four years of experience in public health program, or related work, required.
    • Bachelor's degree with a major in a related field, required; may substitute for one year of qualifying work experience, required.
    • Master's degree in Public Health, Public Administration, or a closely related field desired; may substitute for two years of qualifying work experience, preferred.
    • Possession of a Doctoral degree in Public Health, Health Planning, Public Administration, or a closely related field may be substituted for three years of the required general experience, preferred.
