    JOB SUMMARY


    Engineering Support Services delivers engineering programs and support services to the Infrastructure & Water Services Department, including developing the corporate Asset Management strategy for water and wastewater treatment plants, pumping stations, reservoirs and facilities, capital project management services (facility and network), lifecycle performance optimization, energy efficiency and energy management initiatives, and efficiency improvements for water, wastewater and stormwater programs.

    You are responsible for: planning, developing and overseeing section programs in the provision of reliability engineering expertise in Mechanical/HVAC, or Electrical/Instrumentation or Civil disciplines, relating to work involving either facilities or network assets; overseeing the management of asset reliability risks that could adversely affect plant facility, linear systems or equipment operations, including condition assessment and failure elimination, as part of a corporately driven comprehensive life cycle asset management (LCAM) strategy.

    Section activities also include initiatives that increase equipment reliability through research and sourcing maintenance best practices, making recommendations to plant/operations managers on preventive, predictive program requirements and basic equipment care practices, and facilitating asset management skills training.

    Facilities may include:

    • For drinking water and waste water: Treatment plants, pumping stations, tanks, structures and force mains assets

    The Program Engineer for facilities oversees focused programs relating to condition assessment equipment trouble shooting and failure analysis, maintenance program optimization, and manages the provision of CADD and GIS services in support of branch activities.

    Networks may include:

    • For drinking water and waste water: large diameter water mains; sanitary and storm sewers and collectors
    • For surface water: storm ponds, open channel drainage systems

    The Program Engineer for networks oversees focused programs relating to condition assessment, failure mitigation, maintenance program optimization provisions and system capacity management.

    You also: consult/liaise with internal operational clients, other city departments such as Infrastructure Services and Planning and Growth Management, as well as external agencies to ensure the incorporation of asset management strategies on significant Environmental Services asset/infrastructure initiatives and projects; contribute to the management of financial resources for the section; supervise section staff; retain/manage consulting and contracted services to assist with program and project delivery; and contribute to ongoing service delivery and service improvement initiatives in the branch.

    In addition to performing Program Engineer functions, you are a working supervisor, performing duties similar to those supervised.

    EDUCATION AND EXPERIENCE


    Completion of 4 year university degree in Engineering or Applied Science from a recognized university, with coursework specializing in one of the following disciplines: Electrical, Civil or Municipal Engineering as required for a specific facility or network work location

    Minimum of 6 years of related and progressively responsible experience applying the principles and practices of reliability engineering. The incumbent should possess experience with Condition Based Monitoring programs, non-destructive testing and other predictive technologies and experience in diagnosis and resolution of technically advanced problems. Incumbents will possess directly related experience supervising staff, managing external consultants, and working with project budgets/financial processes.

    CERTIFICATIONS AND LICENCES


    Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)Project Management Professional (PMP) certification

    KNOWLEDGE

    • Corporate, departmental and branch policies and procedures
    • Federal, provincial and municipal legislation, and municipal engineering standards, including regulations and guidelines pertaining to water quality, potable water, sanitary, wastewater, storm water, and solid waste services
    • Federal and provincial government legislation and regulatory requirements governing environmental issues and assessments, building/electrical/fire codes, and safety
    • Planning, design, construction/rehabilitation processes pertaining to asset equipment and systems
    • General theory and principles of Infrastructure Asset Management approaches pertaining to equipment level of service and criticality, maintenance management strategies, & use of applicable condition assessment and predictive maintenance practices (PdM's);
    • Infrastructure management application systems, digital inventories and schematic mapping
    • Work activity management with an ability to determine data requirements, feasibility and architecture to manage the inventory and associated performance data
    • Maintenance Management practices and processes associated with Risk based and Reliability centered maintenance strategies
    • Condition Assessment and Predictive Maintenance technology to prevent failures & collect performance data for Root Cause analysis
    • Scientific principles and practice application of Failure mode identification and Root cause Analysis
    • Knowledge of CMMS (Computerized Maintenance Management Software – SAP and Maximo) and the integration of data information from SCADA Systems
    • Confined Space and "working-at-heights" requirements)
    • Technical Safety Standards Association (TSSA) standards/regulatory codes
    • Corporate Purchasing by-law, and tendering processes
    • Project management techniques, methods and procedures
    • Research, surveying and data gathering and analysis techniques
    • Working knowledge of Corporate Human Resource policies and the principles of supervision in a unionized environment
    • Specific to overseeing facilities work: knowledge of CADD, GIS and Microstation, and knowledge of the maintenance, installation, operation, testing and repair procedures for power distribution, generation, motor control, process, and instrumentation systems and equipment
    • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
