    Ontario Renal Network:

    The Ontario Renal Network (ORN) leads a province-wide effort to better organize and manage the delivery of renal services. The ORN Clinical Analytics team provides analytics services to all portfolios across the ORN, supporting clinical quality improvement and patient experience initiatives, funding policy initiatives and operations, capacity planning, and measurement and performance management for Ontario's renal system. The Senior Analyst is a critical member of the Clinical Analytics team, and specializes in data management, performance indicator and complex methodology development, and statistical analysis.

    Overall Purpose:

    The Senior Analyst is a senior level position within the CIQP Analytics team primarily responsible for leading a broad range of statistical analyses to further the CIQP program's understanding of the relevant health issues in the province and advance its strategic objectives, and creating products to support knowledge sharing and translation, which may include research and publication.

    The Senior Analyst is responsible for engaging stakeholders with varying technical knowledge to identify analysis requirements, prepare and analyze data, identify actionable insights, visualize and communicate analysis results, discuss their interpretation and implications, and support developing recommendations for quality improvement, performance management, funding policy, and capacity planning in the province.

    The work includes developing complex analytical methodology using health administrative and clinical data sources with direction from subject matter experts in methodology (such as Decision Scientists, Lead Scientists, etc.), working in cross-functional teams to inform data collection, performing analyses independently, creating effective internal and external-facing reports and other analytic products, producing operational reports and fulfilling ad-hoc data requests as required, while directing and providing guidance to Analysts. The Senior Analyst is accountable for producing technical and plain language analytics documentation, including the methodology protocol. The Senior Analyst is also responsible for proactively identifying opportunities for improvement and contributing to knowledge exchange locally and across Ontario Health.

    The work associated with the position has an impact on the successful delivery of multiple, larger, and/or more complex projects/programs or the efficiency of operations within multiple, larger and/or more complex operational areas.

    Here is what you will be doing:

    Analysis/Analytics Support

  • Defines the analytics scope, expected deliverables, and workplan in coordination with the Manager or Team Lead.
  • Develops analytics plans and methodology protocols, using and critically appraising findings from literature reviews, and ensuring local and enterprise level methodology standards are incorporated.
  • Leads and independently develops measurement plans and researches and conducts a broad range of statistical analyses that have an impact on key initiatives and/or multiple stakeholders, including current state, quality improvement, evaluation, and indicator development.
  • Creates analytics products (including technical reports, plain language documentation, infographics, decision-making tools, and manuscripts) to support knowledge sharing and translation, decision-making, and planning.
  • Leads and collaborates with other team members in developing new analytics tools, methods and processes.
  • Develops and implements data quality assurance procedures and lead Quality Assurance and User Acceptance Testing of data systems associated with the CIQP program.
  • Actively identifies and communicates relevant and meaningful findings to inform data-driven actions and decisions (actionable insights) regarding quality improvement, funding policy, performance management, and capacity planning.
  • Presents analytics products, including proper handling and delivery of information of a sensitive nature, to various stakeholders.
  • Supports stakeholders throughout the analytics product lifecycle, including monitoring and evaluating the analytics products to ensure that they continually meet their purpose and program objectives, and making refinements based on feedback.
  • Develops new operational reports, oversees Analysts' production of existing operational reports, and proactively identifies improvement and efficiency opportunities in the production process and the products.
  • Selects appropriate data sources for analysis, identifies data limitations and data issues, works with large databases with person-level data, creates data linkages across multiple data sources, and works with other functional teams, such as Enterprise Data & Analytics, Legal and Privacy Office and Digital Excellence in Health, to collect new data.
  • Applies appropriate methodologies for risk adjustment, modeling, and statistical testing.
  • Applies quality assurance and data validation strategies to ensure the accuracy, validity, and reliability of derived variables, concepts, and analysis results.
  • Contributes to publications and grant proposals.
  • Collaborates with subject matter experts, such as clinical leadership and Decision Scientists, on complex analyses.
  • Leverages Business Intelligence (BI) tools to automate reporting and works with the BI team to enhance delivery of information to key stakeholders.
  • Leads and contributes to knowledge creation and knowledge transfer and exchange activities within the team and in the enterprise data & analytics community, such as metadata management, software acquisition and testing, standardization of analytic concepts and methodology.
  • Participates in grassroots health analytics innovation.
  • Project/Program/Operational Support

  • Manages multiple projects concurrently within timelines, including identifying and effectively communicating with relevant stakeholders, managing project work plans, and driving results in a collaborative setting.
  • Monitors and adjusts work plans to meet work priorities and objectives, escalates risks and issues to the Manager or Team Lead, and proposes recommendations to address the issues identified.
  • Supports the coordination of clinical and operational advisory groups/committees as required.
  • Provides guidance to and mentors junior team members.
  • Performs cross-functional tasks and/or other analytics duties as required.
  • Stakeholder Engagement

  • Acts as the Clinical Analytics primary contact and subject matter expert in methodology and related data assets to the relevant CIQP Programs; provides advice and recommendations to the stakeholders within Ontario Health and external agencies.
  • Engages various stakeholders (including clinicians, administrators, and scientists) to gather analysis requirements, explore analysis options, communicate results, support interpretation and recommendations development, and address questions.
  • Leads working committees and/or consultation sessions with key stakeholders focused on the development, use, and maintenance of data and analytics best practices.
  • Partners closely with internal/external colleagues to deliver, communicate complex concepts and support change management to ensure executed analyses meet defined requirements.
  • Here is what you will need to be successful:

    Education and Experience

  • Required: Undergraduate degree in epidemiology, biostatistics, health services research, health sciences, industrial engineering, statistics or related discipline, or equivalent experience. Master is preferred.
  • Required: Minimum 5 years of experience applying methods from epidemiology, biostatistics, statistics, operations research and/or machine learning is required; related experience in a healthcare environment is preferred.
  • Expertise and experience conducting analysis using SAS, R, or SQL is required; experience using Excel VBA and Python considered an asset.
  • Experience working with a multi-disciplinary audience, including the ability to gather analysis requirements, present technical information to a variety of audiences, and facilitate decision-making.
  • Experience working with clinical experts, health care administrators and people with lived experience, including ability to facilitate meetings with stakeholders and build consensus.
  • Experience linking and working with large data sets considered an asset.
  • Experience using health administrative and clinical data such as CIHI DAD, NACRS, OHIP Billing, and Statistics Canada census considered an asset.
  • Experience with information design considered an asset.
  • Knowledge and Skills

  • Advanced knowledge of statistical, visualization and reporting tools including SAS, Microsoft Excel, and/or R; ability to conduct analysis of large datasets and create products to share results and support decision-making (e.g. data reports, infographics, decision-making tools, manuscripts).
  • Proficiency with data manipulation languages, including SAS, SQL, with strong ability to manipulate data in spreadsheets and large databases.
  • Excellent knowledge of database management principles.
  • Strong analytic capability with the ability to identify key questions to stakeholders and formulate well-articulated analytics plans and methodology protocols.
  • Strong critical thinking and problem-solving skills with superior attention to detail.
  • Ability to conduct independent investigation and analysis required to develop a solution that includes consideration of the contextual causes and effects of the issue.
  • Expertise in statistical modelling, advanced analytics, and/or information design.
  • Familiarity with quality assurance strategies.
  • Knowledge of mixed and qualitative methods is an asset.
  • Knowledge of Natural Language Processing and Machine Learning is an asset.
  • Knowledge of Business Intelligence (BI) tools such as Power BI or Tableau is an asset.
  • Knowledge of other programing languages such as Python is an asset
  • Knowledge of healthcare and demographic datasets and standards including CIHI DAD, NACRS, OHIP Billing, Statistics Canada census, geographical data and ICD-10, CCI, is an asset.
  • Strong interpersonal and stakeholder relationship management skills, with the ability to engage and develop analysis with/for different stakeholders.
  • Strong written and verbal communication skills, including the ability to effectively engage different stakeholders to gather analysis requirements, discuss analysis options, interpret and synthesize research and technical information, deliver effective presentations to technical and non-technical audiences in a manner and/or medium that is both comprehensive and easy to understand, articulate key messages that resonate with different audiences, and address questions.
  • Strong organization and time management skills, with ability to prioritize and manage multiple projects.
  • Ability to independently ensure completed work outputs meet key program objectives, and adhere to standards, protocols and guidelines.
  • Understanding of the Ontario health care landscape, the relevant diseases or health concerns for the CIQP program, performance measurement, quality improvement, and/or patient reported outcomes considered an asset.
