    POSITION SCOPE:

    Reporting to the Director of Finance (DOF), the Finance Manager provides highly specialized advice and support to all levels of Management in matters of finance, administration, and related areas or disciplines.

    In conjunction with the DOF, this position reviews and processes complex transactions and authorizes the payment of financial obligations that are within delegated authority.

    Work is subject to limited review and there is latitude for independent judgment and decision-making within the parameters of Atikameksheng Anishnawbek Finance and Administration policy and procedures.


    REQUIRED QUALIFICATIONS:
    Mandatory Requirements
    A diploma or degree in Accounting, Business Administration, Commerce or equivalent
    Minimum 3 – 5 years of finance and/or accounting related experience in managing a First Nation Finance Department
    Proficient in ACCPAC and Microsoft Office applications
    Excellent computer skills including experience in word processing, spreadsheet, database and financial programming or software operation
    Additional Requirements
    Ability to analyze problems and data and make sound conclusions and recommendations
    Ability to explain technical concepts in non-technical terms to staff and leadership
    Ability to develop and interpret complex rules and contract language
    Knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) and Atikameksheng Anishnawbek Financial Administration Law
    Knowledge of the funding agreements through Indigenous Services Canada (ISC), Health Canada, Canada Mortgage & Housing Corporation (CMHC), and provincial


    KEY RESPONSIBILITIES:
    Project Management
    Manages the financial aspects of Atikameksheng Anishnawbek including finalizing the preparation of financial data such as projection, actual and summary reports
    Prepare or co-ordinate the preparation of financial statements, summaries, and other cost-benefit analyses and financial management reports
    Co-ordinate the financial planning and budget process, and analyze and correct estimates
    Co-ordinates and monitors activities of finance staff
    Prepares all Atikameksheng Anishnawbek financial information
    Updates and maintains communication regarding payment and invoice procedures
    Financial Management
    Assist with the financial planning and accounting practices as well as its relationship with lending institutions, community membership, shareholders and the financial community
    Oversee and direct treasury, budgeting, audit, accounting, purchasing and long range forecasting for the Atikameksheng Anishnawbek
    Direct the Accounting Clerk in providing procedures and computer application systems necessary to maintain proper records and to afford adequate accounting controls and services
    Coordinate Indigenous Services Canada (ISC) and other funding program reporting and investor relations activities
    Auditing
    Evaluate financial reporting systems, accounting procedures and investment activities and make recommendations for changes to procedures, operating systems, budgets and other financial control functions to senior managers and other department or regional managers
    Coordinates audit procedure with representatives of outside funding sources
    Develop action plans, provide expertise in response to client needs, and support and advise project teams
    Personnel
    Supervise, monitor, coach and direct Finance staff
    Ensure time sheets and other appropriate forms are submitted as required
    Establish monthly staff meeting and submit monthly reports as required
    Monitor staff schedules including staff leave – vacation, sick time, etc.
    Evaluate staff on a yearly basis
    Administrative
    Prepares written documents including reports and evaluations as specified by project objectives and activities
    Provide quarterly reports to the Director of Finance on financial status
    Prepares all documentation for committee review and report on recommendations to the Chief and Council
