    Sr. Engineer/Technical Officer: Civil/Environmental Water Management - Toronto, Canada - Nuclear Waste Management Organization

    Description

    Responsibilities

  • Perform as a technical expert on water management system design.
  • Provide technical guidance and consultation on design basis of civil, structural, and architectural Structures, Systems and Components (SSCs) related to subsurface and surface-based water management systems and the associated regulatory requirements and industry standards.
  • Collaborate with cross-functional teams developing detailed designs, technical specifications, construction drawings and other design documentation considering key factors such as water quality, flow rate requirements, pressure requirements, and environmental impact requirements.
  • Lead projects and contracts. Participate in the development and issuance of contracting documents, Request for Proposal (RFP's), evaluation and selection of contractors. Review work plans; review technical reports and outputs; monitor/report on contractor performance against work plans and schedule.
  • Prepare, own, manage and control related to water management systems such as design requirements and design criteria etc.
  • Review, provide oversight and accept water system designs and their associated civil SSCs designs prepared by external design contractors.
  • Review various hydraulic/water management models prepared by external design contractors, identify potential issues, and propose effective solutions.
  • Produce reports, presentations and/or other documents including design reports, design requirements, design criteria, engineering drawings, design descriptions, design manuals, design guides, technical specifications, technical design memorandums, etc. for internal cross-functional organizations as well as external regulatory bodies and general public outreach.
  • Participate and/or chair meetings with internal groups to ensure engineering technical documentation suite produced internally and by external design contractors satisfies all project requirements.
  • Interface with internal/ external parties throughout the lifecycle of the projects to provide recommendations on practical and effective solutions to water management decision basis as per applicable laws, regulations, codes, and standards.
  • Ensure proper quality checks are performed by the respective project teams for all design work performed in compliance with governance.
  • Organize and manage Independent Third-Party Code Compliance Reviews of engineering designs, where required, as per NWMO's Conduct of Engineering governance and applicable laws, regulations, codes, and standards.
  • Represent the NWMO or support other NWMO technical staff at public commission hearings or other regulatory bodies, conferences and workshops, and public facing events, as required.
  • Stay current with developments within field of expertise through reference to relevant technical publications, and regular interface with internal and external experts and research and educational bodies.
  • Perform other related duties and responsibilities as assigned.
  • Qualifications and Experience

    This is a Progression-In Place role. Applicants with lesser experience qualifications or experience may be considered for a position at a lower rate and be progressed in place with plan of career development.

  • A 4-year university degree in Civil Engineering (Focus on Engineered Systems for Water Management), Environmental or Chemical Engineering from a recognized institution or an equivalent level of education.
  • Over 6 years of relevant experience in Civil/Water Management engineering consulting, EPC/EPCM, or relevant environment.
  • Previous experience working on large industrial projects (nuclear, electrical generation, mines or metal mills, oil and gas facilities, or industrial facilities) with respect to water management engineering, water distribution systems, wastewater treatment plants, flood management projects, watershed assessments, hydrologic modelling, or geospatial evaluations.
  • In-depth knowledge of water management engineering principles, practices, and methodologies.
  • Strong knowledge of environmental impact assessment processes and sustainable design practices.
  • Understanding and application of Conduct of Engineering governance in principle including Engineering Change Control processes to manage and control engineering and design changes.
  • Expertise in one or more discipline specific areas, e.g., water treatment systems, subsurface and surface hydraulic models, stormwater management systems, etc.
  • Experience in contract management (i.e., creation of requests for proposals, bid evaluation, ongoing management, contract close out, etc.).
  • Demonstrated experience in application of CNSC REGDOC Environmental Protection), CNSC REGDOC Waste Management), and CSA N288 and CSA N292 series will be considered as an asset.
  • Experience in groundwater/surface water design and analysis for support of environmental assessments. Such as: Site Water Management Plan;Site Water Balance (inflows/outflows/diversion);Process / mine dewatering;Water quality control (sediment/chemistry/treatment).
  • Experience in generating/assessing cost estimates for surface and subsurface water management systems.
  • Experience in project management, including plan development, resourcing, schedule tracking, contract management and problem resolution.
  • Strong interpersonal skills; demonstrated ability to work within a multi-disciplinary team and interact with external contractors.
  • Experience in communicating effectively in both oral and written form including excellent professional writing and presentation skills.
  • Ability to read, analyze and interpret technical specifications and procedures, governmental regulation, policies and procedures and technical reports.
  • Self-directed learner who displays initiative, problem recognition, synthesis and problem solving ability.
  • The following skills and experience are considered assets:

  • Registered as a Professional Engineer with Professional Engineers of Ontario.
  • Experience in Design Oversight of external design contractors on behalf of Owner's Organization.
  • Sound knowledge of the National Building Code of Canada (NBCC), National Fire Code of Canada (NFCC), and other hydraulics and civil discipline relevant national codes and standards used in the design, construction, and commissioning of nuclear, mining, and other heavy industrial facilities.
  • Demonstrated knowledge of CSA N286, Management System Requirements for Nuclear Facilities or ISO 9001, Quality Management Systems standards.
  • Working knowledge of the following key Civil/Building Structure/Storm Water Management codes and standards (note: this is not an exhaustive list): Ontario Building Code (OBC);Ontario Provincial Standards for Roads and Public Works (OPS);o CSA S6 Canadian Highway Bridge Design Code;CSA S900 Structural Design of Wastewater Treatment Plants; CSA Z Site preparation, foundation, and installation of buildingCSA W211 Management standard for stormwater systems;CSA PLUS 4013Technical guide: Development, interpretation and use of rainfall intensity-duration-frequency (IDF) information: Guideline for Canadian water resources practitioners;CSA-A23.1, A23.2, A23.3.
  • Experience in Road and Stormwater System design and construction.
  • Experience working with hydraulics engineering design software like Hydro-CAD, Storm-CAD, GIS, EPANET, SWMM, HEC-RAS, etc.
  • Experience working with CAD software like AutoCAD or Bentley Micro-station.
