    Responsibilities

  • Responsible for the technical and system administration of the Measurement Information and Computation System (MICS) including: acts as a functional expert for approximately 10 MICS users; performs or coordinates system maintenance; troubleshoots system failures and determines the need for and arranges for emergency repairs; investigates the need for system changes and leads the design and testing of new or enhanced functions; develops system related procedures and provides training; acts as a liaison between system users and MIS, Helpdesk, Gas Supply, Customer Administration, and external contractors; administers system security and the LAN.
  • Monitors the overall integrity of Measurement Systems including: analyzes gas receipt and delivery data, researches discrepancies and reports un-accounted for gas (UAF) to regulatory; investigates potential sources of UAF and coordinates the implementation of mitigation measures; prepares the annual forecast of UAF in each division of the company for rate design and regulatory purposes.
  • Performs a full range of complex technical and statistical functions related to the study, analysis and evaluation of measurement facilities and information systems including: researching regulations, codes, specifications and standards and applying them to measurement facilities and operations; evaluating various alternatives comparing the technical, economic, practical and safety factors of each; preparing reports and making recommendations based on the technical and economic feasibility of proposed alternatives; utilizing programs to extract and analyze data; performing a variety of complex technical, statistical and economic calculations relating to gas measurement; devising and/or directing test programs; recording, assembling and assessing test data; arranging for test equipment, material and testing.
  • Audits monthly gas purchase volumes and industrial sales volumes for accuracy using weather, historical, statistical and check measurement data and resolves complex billing problems.
  • Administers Compliance Sampling Program and Time-Expired meter changes using statistical analysis and calculations in accordance with the Electricity and Gas Inspection Act of Canada.
  • Reviews design and specifications of measurement facilities to ensure compliance with the Electricity and Gas Inspection Act of Canada by: checking configuration of facilities; sizing meters, regulators, filters, relief valves and auxiliary devices; recommending modifications and upgrades to existing facilities;
  • Assists in the development, modification and maintenance of software utilized by the Measurement Department.
  • Assists the Measurement Manager and Supervisors in the preparation of the annual budget and monthly variance reviews and reports by compiling and analyzing statistics such as material and equipment costs, labour charges, manpower statistics and preparing reports of anticipated requirements. Assists in analyzing cost control on an ongoing basis.
  • Maintains liaison with Operations, Customer Service, Construction, Engineering, Gas Supply, MIS, Customer Billing, Marketing, equipment manufacturers, and Industry Canada.
  • Visits field sites to resolve technical problems, witness meter dispute tests, evaluate equipment and gather data. Coordinates field inspections by other regulatory groups.
  • Prepares technical specifications governing the purchase of materials and equipment and initiates the purchase of materials, tools and special parts.
  • Prepares Operating Procedures, Procedure Manuals and reviews and recommends acceptance, or proposes revisions, to new or amended Operating Procedures and Operating Instructions.
  • Provides technical advice and training to other Measurement staff, technicians, technologists and tradesmen.
  • Maintains a current knowledge of new developers in measurement technology by attending conferences, seminars and reviewing technical papers.
  • Performs duties of a minor nature related to the above duties including driving a vehicle which do not affect the rating of the job.
  • Requirements

  • Completion of recognized post-secondary technologist diploma in an appropriate engineering technology.
  • Certified or eligible for certification, at the technologist level, by the Applied Sciences Technologists and Technicians of British Columbia.
  • Advanced computer literacy in LAN Management, Database Management, Operating Systems, Spreadsheet applications and familiarity with applications software in use in the Department.
  • Superior oral and written communications and presentation skills.
  • Eight (8) years directly relevant experience.
  • Valid British Columbia Driver's License.
