OMVIC is currently searching forIntelligence Analyst
for the Toronto-based corporate office.
Who is OMVIC?
OMVIC (Ontario Motor Vehicle Industry Council) is Ontario's vehicle sales regulator.
OMVIC enforces the Motor Vehicle Dealers Act and other consumer protection statutes for the Ministry of Public and Business Service Delivery.
OMVIC's mandate and role is to maintain a fair and informed marketplace by protecting the rights of consumers, enhancing industry professionalism, and ensuring fair, honest, and open competition for registered motor vehicle dealers.
This is achieved by maintaining strict dealer/salesperson registration requirements; inspecting all Ontario dealers (new and used); providing free complaint handling to consumers; developing/delivering consumer and dealer education/awareness programs; and investigating and prosecuting industry non-compliance and illegal sales (curbsiding).

Role Summary:
The Intelligence Analyst is responsible for providing operational and tactical intelligence analysis related to OMVIC's enforcement mandate for the purposes of establishing investigative priorities and trends for investigative purposes.
The Intelligence Analyst will extract, collate, analyze, and disseminate intelligence information/reports on behalf of OMVIC's Enforcement department for the purposing of enforcing provisions of the Motor Vehicle Dealers Act, 2002.
Further, the Analyst will develop intelligence products which assist OMVIC's transition to an intelligence-led law enforcement agency.Responsibilities:
Provides operational, tactical, and strategic intelligence analysis to support the activities of OMVIC's Enforcement Team
Collects, collates, prioritizes, researches, and disseminates intelligence information/data through systemic analytical intelligence processes
Uses data mining techniques to generate, retrieve and synthesize intelligence information/data from various sources
Scans and analyzes all available information/data sources to identify trends, e.g., unregistered, or fraudulent sales activities, exportation of stolen vehicles, financial crime, industry misconduct/or non-compliance, etc.
Provides analysis of intelligence information/data and trends for operational planning, resource allocation and budgetingPrepares clear and concise written intelligence reports, link charts, graphs, timelines, etc., in various formats to support OMVIC's intelligence-led enforcement activities
Attends, participates, and presents intelligence reports/information/data at briefing sessions for senior management, and/or enforcement team members, as required
Assists management and investigators with the planning and execution of large, complex and sensitive investigations
Works with OMVIC's Communications and Public Affairs Team to develop appropriate content for dissemination to stakeholders/public
Liaises with outside agencies, including municipal/regional governments, community/stakeholder groups, provincial/municipal police services, law enforcement agencies, other Delegated Administrative Authorities or regulators, to collect, exchange or disseminate relevant intelligence information/data, and to remain apprised of current, or applicable trends
Shares relevant information with other investigators, inspectors, legal staff, etc., as appropriate
Assists Registration, Consumer Support, Communications Teams with issues, and provides information, as required
Establishes and maintains liaison with law enforcement/government agencies
Appears as witness at various legal proceedings/hearings
Maintains awareness of relevant legislation and latest developments in investigative techniques, intelligence gathering and analysis
Other duties as required
Qualifications:
University degree in a field related to one or more of the following: criminology, computer science, social science, political science, psychology or public administration or an equivalent combination of education, training, and experience
Formal training in intelligence analysis, data management, research, is considered an asset
Considerable and recent intelligence/crime analysis experience in a law enforcement and/or regulatory environment
Must possess excellent interpersonal skills and be capable of projecting a professional, objective, competent and capable image in their internal and external dealings, including with vulnerable complainants, officials, and other stakeholders.
Strong analytical skills and the ability to assess relevant evidence and exercise sound judgment impartially, discretely and objectivelyKnowledge of the Motor Vehicle Dealers Act 2002, the Consumer Protection Act, and the Provincial Offences Act.
Working knowledge of the Ontario Motor Vehicle Industry Council, as well as provincial government organizations, boards, and agencies relevant to the automotive industry is considered an asset
Demonstrated understanding of issues affecting consumer protection
Excellent organizational, administrative and time management skills
Demonstrated ability to work independently and in a team environment
Valid Class 'G' Ontario Driver's license
Must be able and willing to travel throughout the Province of Ontario
