    Description

    Position Overview:

    The Supervisor, Facilities Maintenance provides a full range of maintenance services to all City of Kitchener facilities as well as arms-length and rental facilities. This position directly supervises the work of maintenance trade staff, as well as outside contractors and oversees minor repairs and renovation projects and facilitates property management at a variety of locations across the City.

    Responsibilities:

  • Directly supervises the work of Facility Aquatic Operators, Building Plumbers, Building Industrial Electricians and temporary labour positions with full responsibility for interviewing and selection, orientation and training, direction and guidance, and performance management.
  • Provides continuity and coverage for peer-trade supervisor for work assignments and duties.
  • Provides direction and recommends action to staff on health and safety issues; Ensures that the Occupational Health and Safety Act, its regulations, and other related legislated are followed.

  • Determines priorities for the maintenance section, schedules staff, and delegates assignments. Issues instructions, processes andprocedures concerning methods andmaterials to be used.
  • Supervises all maintenance and renovation work carried out by staff, external contract personnel, and additional divisional staff reporting directly to other supervisory staff; ensures high work standards and trades practices are followed.
  • Implements an ongoing progressive technical training program for facilities maintenance/operations staff. Coordinates safety training with Health & Safety staff.
  • Oversees ongoing building maintenance operating services and supply contracts as related to assigned portfolio.
  • Supervises and participates in a planned preventative maintenance program covering all disciplines (., electrical, mechanical, plumbing, HVAC, building envelope, structural, window, wall, roof systems, chemical testing) in the management of all City facilities.
  • Supervises and ensures the efficient operation and maintenance of all environmental systems and mechanical systems, such as heating, ventilation, air conditioning, and related equipment (., electrical systems, plumbing systems, elevators, fire alarm systems, sprinkler systems, pneumatic systems, solid state building automation systems), as well as general facility maintenance.
  • Provides corrective and demand maintenance service, plus 24-hour emergency maintenance response program.
  • Instructs staff regarding work assignments, requirements, materials, and work procedures. Coordinates maintenance work in each building to minimize disruption to occupants and ensure safe operating procedures. Performs work inspections and takes corrective and/or disciplinary action, as required, to ensure work is carried out safely and as planned.
  • Performs cost benefit analysis, job costs, and estimates for improvements, additions, or renovations to systems, as well as maintenance and renovation projects. Prepares current and medium-term operations plans.
  • Works with project teams to investigate and select environmental systems and mechanical equipment.
  • Liaises with various Ministries and other authorities, including Ministry of the Environment, Ministry of Health, Public Health Inspectors, Electrical Safety Authority, Technical Safety Standards Association, as well as Building and Fire staff regarding applicable legislation, standards, and codes.
  • Requirements:

  • Minimum 3year degree or diploma in a related field.
  • Minimum 2 years of related experience.
  • Advanced Pool Operations Certificate (II); Certificate in Facility Management; Building Maintenance & Operation Certificate.
  • Valid MTO "G" class drivers license in good standing.
  • Must be reliable with a good attitude and employment record.
  • Working knowledge of mechanical, HVAC, electrical, and facility building and pool control systems; irrigation systems; pool filtering, chemistry, and mechanical systems; security systems; current building technology and practices; building management systems and procedures, administrative policies and procedures; local municipal by-laws; as well as Provincial and Federal legislation.
  • Knowledge of and skill in construction practices and techniques; project management and contract administration; property management; supervision across multiple disciplines; problem solving in real life (versus theoretical) scenarios; and overseeing the work of and negotiating with contractors and tradespersons.
  • Ability to perform readings for and to maintain detailed related records, in accordance with legal requirements.
  • Ability to write comprehensive technical reports dealing with building automated control systems and mechanical operating equipment as well as building operations, maintenance and procedures manuals for all major City facilities.
  • Ability to read various technical submissions such as air balancing reports, wiring schematics for mechanical equipment, and architectural, electrical, and mechanical drawings.
