- Develops, updates and implements policies and processes
- Recommends improvement for organizational culture and employee engagement
- Facilitates meaningful employee engagement processes to ensure that policy positions are rooted in the needs of the TTC and its employees
- Applies HR best practices to policy development and implementation
- Coordinates strategic policy development with stakeholders
- Ensures that sound human resources practices, as well as data, metrics and statistics are applied to research, development, implementation, interpretation and evaluation of the TTC's policies, programs and procedures
- Prepares reports and presentations on HR issues and policies
- Analyzes data, metrics, and statistics, and makes recommendations related to policies and processes
- Collaborates with subject matter experts for efficient policy development
- Acts as a key point of contact across the TTC for policy development
- Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning
- Promotes a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Helps to build an inclusive and accessible work and service environment for all employees and customers. Ensures the needs of employees and customers are accommodated in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies;
- A University Degree, or College Diploma in a related discipline (i.e., Public Policy & Administration, Human Resources) or a combination of education, training, and experience deemed to be equivalent
- Considerable experience in strategic policy development, analysis, and stakeholder engagement
- Experience working with a variety of stakeholders in in policy development
- Experience working with senior management within the public sector
- Proficiency in HR data analysis and legal compliance
- Familiarity with government legislation in the areas of Human Resources, Human Rights as well as Occupational Health and Safety
- Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
- Project management experience, managing complex assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests, and resolving conflicts
- Strong conceptual thinking and problem solving skills
- Excellent written and interpersonal communication skills
- Must stay updated on related legislation, government policy and/or case law relating to human resources issues and best practices

Career Opportunity
Lead in policy development and application to ensure transparency, accountability, and alignment with organizational objectives at the TTC.
