    About Us

    The (SBP) provides central co-ordination and delivery of property management, information technology, procurement, project management, transportation, and other services to government ministries and agencies. The ministry integrates, co-ordinates and prioritizes infrastructure planning and delivery for the Province of Saskatchewan, and advances projects through contract oversight, innovative approaches, and alternative financing models as appropriate.

    The Opportunity

    The Health Infrastructure Branch within the Ministry is seeking two (2) motivated individuals with excellent interpersonal and consultative skills as Senior Project Manager - Engineer for a two-year term.

    As a Senior Project Manager, you will lead the development of processes to enhance how best value is incorporated into the procurement process for complex and high dollar-value procurements. This could include industry consultations, design and recommendations on appropriate procurement tools, the facilitation of evaluation of proposals, and the development of procurement policies for the Government of Saskatchewan.

    In this exciting opportunity, you will:

  • Create, implement, and maintain new procurement models, policies, and processes designed to help provincial government organizations adopt best practices and improve their procurement performance in all phases of the acquisition life cycle;
  • Research, identify, and manage all aspects of a complex, competitive procurement process, including utilizing different systems or tools to complete strategic sourcing initiatives, retrieve data, identify technical and legal issues, perform financial and non-financial data analysis, and evaluate current and future trends; draft scope of work and competition documents collaboratively with clients;
  • Develop relationships and liaise with internal and external stakeholders;
  • Clearly and accurately explain, verbally and in writing, complex processes; interpret policy standards relating to the acquisition and contracting of services; and provide recommendations to clients to enhance knowledge and understanding of procurement policies, programs, laws, and procedures;
  • Assist in the negotiation of contracts to ensure that both the suppliers and the clients are adhering to rules and regulations, maintaining confidentiality, and completing their obligations as stated in the written contract;
  • Provide professional expertise to clients using project management methods to reach acceptable solutions for business requirements and ensure best value procurement is achieved; and
  • Create, format, and edit various documents utilizing various software applications within tight and specific timelines.

  • You will have a solid understanding of procurement and project management principles and methodologies, with experience in successfully procuring and managing large projects. This will include knowledge of contract law, trade agreements and government procurement policies;
  • In-depth knowledge of provincial government structures, decision-making processes and priorities is also an asset for this position;
  • Have knowledge of procurement best practices, trade agreements, contract law, and contract negotiations;
  • Plan, organize and work in collaboration with internal and external clients and stakeholders;
  • Have excellent project management, problem-solving, analytical, and organizational skills, along with a strong attention to detail;
  • Be skilled in thinking strategically and have superior negotiation and conflict management skills;
  • Lead/work in a team environment and obtain group consensus, providing timely and efficient management of staff, consultants, and contractors;
  • Have the ability to thrive in a fast-paced environment, with a demonstrated ability to understand and respond to multiple demands and be results-oriented and accountable to exercise superior judgment in a continuously changing and demanding environment;
  • Be a leader who creates a healthy work environment by demonstrating and promoting mentoring, self-reliance, and professional growth; and
  • Be a team player who uses consultative and facilitation skills to meet the mandate of the Construction Procurement Branch.

    • Typically, the knowledge and experience required to achieve the above is obtained through a degree in engineering from an accredited university and be eligible for registration as a professional engineer or engineer-in-training with the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS);

    A combination of education, training and extensive experience may be considered.
