    NOTE:

    The Executive Director, Canadian Dental Care Plan (CDCP) Oral Health Centre of Expertise position is in the process of being reviewed and will be classified shortly.

    The Executive Director, CDCP Oral Health Centre of Expertise establishes the Division as the operational-level professional technical authority for the CDCP.

    The Executive Director provides leadership to the development and evolution of the service coverage framework for the CDCP, provides technical oversight of application of service coverage rules by third party administrator of the CDCP, including service coverage logic, and provides leadership to analyses and recommendations to evolve service coverage and to decision making which addresses any special circumstances requiring extension of service coverage on an exceptional basis for CDCP clients.

    The Executive Director provides leadership to the development of CDCP processes and guidelines to ensure consistency of all decisions and recommendations related to service coverage by the Division, and acts as the lead from a technical standpoint in liaising with national and PT-level professional organizations to articulate and explain decisions and logic of the CDCP.

    The intent of this selection process is to staff the position of Executive Director, CDCP Oral Health Centre of Expertise within the Oral Health Branch (OHB) at Health Canada.

    A list of fully qualified candidates may be created and could be used to staff similar positions with various tenures within Health Canada.

    All federal organizations listed in Schedules I, IV and V of the Financial Administration Act may use this selection process to appoint a candidate to its organization in a similar position.

    Graduation with a degree from a recognized school of dentistry.
    An unrestricted license to practice dentistry in a province or territory of Canada.

    Significant* experience in setting strategic direction and developing and providing strategic advice on complex** matters to senior officials (Director General or above, or equivalent executive in the private sector).

    Significant* experience in leading and being accountable for the development and/or implementation of high pressure, complex** initiatives, programs or strategies in the domain of oral health.

    Experience in leading oral health professionals in a team environment with respect to policy or program delivery.

    Experience in engaging diverse oral health and other stakeholders in support of the delivery of oral health-related programs or services.

    Experience in providing direct clinical oral health care to a patient population for a minimum of five (5) years.

    EDUCATION (Asset):

    Graduation with a postgraduate degree from a recognized post-secondary institution in a health-related discipline.

    EXPERIENCE (Asset):

    Experience in serving in an executive capacity either as staff or on the board of a provincial, territorial or national professional association in Canada.

    Experience in working with oral health regulatory bodies to ensure compliance with regulatory rules in the delivery of an oral health care program within government.

    Experience in providing direct clinical oral health care to a patient population for a minimum of ten (10) years.

    *Bilingual in both official languages (English/French) is essential, however if a qualified bilingual candidate is not identified, this position can be staffed by an individual who agrees to become bilingual within a defined period of time. Knowledge of the role the federal government plays in health care overall and in oral health care in particular.

    Knowledge of the current national dynamics and issues in the realms of regulatory, professional, and insurance in oral health in Canada.

    Knowledge of current oral health delivery and technical competencies used to deliver oral health care in Canada including to patients with diverse or complex oral health care needs.

    Indigenous peoples, persons with disabilities, racialized persons, and women.

    Other sources of information (such as performance agreements, talent management placements, work samples, board member knowledge etc.) Top-down selection may be used during any stage of the selection process.

    Asset qualifications may also be applied during any stage of the selection process depending on the needs of the position to be staffed.

    In such a case, only those deemed to meet the required asset qualification may be given further consideration.
