- Work with leadership to develop a business vision for the division aligned with the key transformation workstreams related to rights and broadcast management systems as well as financial systems. Develop strategic directions and identify priority workstreams.
- Set, plan and direct priority workstreams taking into account the needs of all stakeholders (B&R units, programming managers from all French Services divisions, Finance partners, Regulatory Affairs). Proceed to arbitration as required.
- Keep projects on track, share diagnostics and solutions, steer their implementation and manage change within B&R and other affected departments.
- Identify opportunities for continuous improvement and optimization of existing workflows and systems.
- Monitor changes in the market, such as financing terms, funding agency rules or regulatory parameters; assess their impact; and determine the necessary adjustments to systems, business processes and/or tools used in the division to ensure that our rights and obligations are properly upheld.
- Represent B&R on large, complex projects, including transformation workstreams related to rights and broadcast management systems as well as financial systems. Assess impacts and recommend solutions.
- Work with CBC Business & Rights representatives to identify and develop potential synergies and efficiencies.
- Provide ongoing leadership in the collection, processing and analysis of data required under the Corporation's reporting obligations.
- Set up the necessary checkpoints to ensure the quality and compliance of data and rights entered in the PCMS database and their connection to the various rights and broadcast management systems in use at the Corporation.
- Direct and control the production, validation and interpretation of all reports required by B&R business units and other Corporation divisions. Ensure that reporting timelines and obligations are met.
- Manage tracking of the CMF performance envelope, ensuring that obligations, targets and timelines are met. Inform the Director, Business & Rights, Original Productions, of any discrepancies and agree on actions to take. Comply with CMF reporting obligations and vet data submitted by Research for calculating envelopes. Conduct performance analysis and make recommendations.
- Identify needs for information on key industry trends and perform sophisticated analysis on various topics related to the division's activities in support of B&R business units.
- Manage contract administration and related tools with a focus on efficiency and excellence.
- Manage staff reporting to you.
- University degree or equivalent in a relevant field (finance, business administration, film, television).
- Extensive experience in rights management, contract administration and broadcast systems with a broadcasting company (seven or more years).
- Relevant project management experience.
- Solid command of software applications, databases and rights management systems in use at CBC/Radio-Canada (PCMS, Cognos, OnAir, CGI, Livelink, etc.).
- Solid understanding of the audiovisual industry and its business rules.
- Strong ability to work cross-functionally.
- Strong ability to find win-win solutions.
- Ability to manage multiple projects simultaneously and work well under pressure.

Your role
Reporting to the Executive Director, Business & Rights (French Services), you will develop an integrated vision for business requirements and processes, current systems and the transformations required within the division, with a focus on organizational efficiency and on meeting the operational needs of B&R business units and the departments responsible for ensuring compliance with broadcasting rights and obligations as well as reporting requirements.
